Double Predestination or Reprobation

Verse 18 of John 3 says, you are condemend if you do not belive in Jesus. What about those who have never heard His name before? What about the people that are incapable of chosing because of their darkened heart? Why should they go to Hell if they cannot understand spiritual things? How can a Just God, a Loving God, send someone to hell for not believing in Someone they have never heard of?
